Please note environmental complaints consist of public health nuisances such as sewage, trash, rodents, mosquitoes in standing water, and on public facilities in which the environmental department regulates such as hotels, schools, swimming pools, tattoo and body piercing studios, RV and mobile home parks. The health department does not have jurisdiction on the inside of a private residence. Check out the resources below for more information.

RENTER COMPLIANTS
Renter issues may use the following resources for assistance in dealing with Tenant/Landlord issues.
- Go to the Attorney General’s website to see what tenant’s rights are, and how to negotiate with landlords regarding issues.
- Contact the Legal Aid Society in Louisville at 502-584-1254. This office can assist both tenant and landlords with their issues in rural counties.
- Call Consumer Protection at the Attorney General’s office at 1-888-432-9257 to file a complaint through the Attorney General’s office.
Bed bugs are small, flat insects, usually brown or reddish-brown in color and about 1/4 of an inch long. They are typically active at night. Bed bugs are now common in the United States. They do not appear to transmit diseases.
Locally, bed bugs have been found in hotels, apartment units, single family homes, libraries, workplaces, etc. The potential exists for them to be transported to almost any public building, vehicle or work site.
The Local Health Department does not have the authority to require bed bugs to be removed from private residences, such as homes and apartments. In public buildings, the Local Health Department only has the authority to act if the facility is inspected for another reason— for example, a hotel room or a restaurant.
The Local Health Department does not test for or mitigate mold. The Local Health Department serves ONLY as a local resource for mold information.

On-Site Sewage
The Lincoln Trail District Health Department Environmental office provides inspections for septic systems in Hardin, LaRue, Marion, Meade, Nelson, and Washington Counties.
Public Swimming Pools & Beaches
All public swimming and bathing facilities are routinely inspected for water quality, safety, proper function, overall cleanliness and other items that may affect public health.
Tattoos & Piercing
Local health departments register and inspect tattoo, body piercing and ear piercing studios. All providers must be registered with their local health department and working in a permitted studio.
Rabies (Animal Bites)
All non-domesticated or “wild animals” must immediately be sacrificed and tested in the State Rabies Laboratory. Domesticated farm animals are evaluated on a case by case basis.
Schools
We inspect all private and parochial schools serving kindergarten through 12th grade twice each year to ensure compliance with Kentucky school sanitation regulation.
Hotels & Motels
Hotels and motels are inspected annually. Areas of the inspection include safety, cleanliness, lighting, supplies, bedding, ice machines and laundry areas.
Mobile Home & RV Parks
Mobile home parks and recreational vehicle parks are inspected annually to ensure facilities are maintained, sanitary and safe. Follow-up inspections are conducted as needed.
Youth Camps
Local health departments inspect both residential and day camp facilities to ensure compliance with state regulation.
Private Water Testing
The Lincoln Trail District Health Department provides water testing for private water supplies, wells, or cisterns. The cost associated with sampling is $50.
