What is Harm Reduction?
Harm reduction is an evidence-based approach that is critical to engaging with people who use drugs and equipping them with life-saving tools and information to create positive change in their lives and potentially save their lives. Harm reduction is a key pillar in the U.S. Department of Health and Human Services’ Overdose Prevention Strategy.
More than 30 years’ worth of research demonstrates that SSPs protect the public’s health. They save lives, help those experiencing a substance use disorder get the support needed to regain a healthy life, and reduce the impact of drug use on the community.

LTDHD Harm Reduction Syringe Service Program
Providing anonymous and confidential services.
HRSSPs are community-based programs that provide access to sterile needles and syringes, safe disposal of used syringes, and other comprehensive harm reduction services.
Services Include:
- Sterile injection supplies
- Hepatitis C testing
- HIV testing
- Hepatitis A vaccination
- Safer sex supplies
- Access to clinical services
- Referral to substance use treatment
- Access to Narcan/Naloxone
- Peer Support Services
- Fentanyl test strips
- Disposal of used syringes

What can a HRSSP do?
- Infectious disease testing (HIV and Hepatitis C)
- Referral for other clinical services such as STD testing
- Referral to substance use treatment
- Referral to medical care, mental health services, and other support services
- Referral to community agencies to assist with basic needs (e.g. food and shelter)
- Vaccines for diseases like Hepatitis A
- Access to Narcan
